Performance Issue With RMS Order Purge (ORDPRG) Batch (Doc ID 1953918.1)

Symptoms

When running the Order Purge (ORDPRG) batch with large amount of data, the batch is taking too long (more than 10 hours).  Users must kill the batch. When checking the data, it is noted that nothing was deleted.
