ACTUAL BEHAVIOR
---------------
When adding global conditions with relative value filter, false negative results are appearing in model

EXPECTED BEHAVIOR
-----------------------
Global conditions with relative value filter should not produce false negatives.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a global condition with filter user end date or responsibility end date - less than equal to relative value 0 days
2. Create any model and submit the model
3. Result should exclude end dated user.
