On : version, Primavera P6 Enterprise Project Portfolio Management, P6 Desktop Client / Standalone Login, Tech and Install

When loading P6 PPM,
the following error occurs.

Cannot open file "C:\Program Files (x86)\Oracle\Primavera P6\P6 Professional\Lanaguages\comStrings.en-us". The process cannot access the file because it is being used by another process

The issue can be reproduced at will with the following steps:
1. Start the P6 client.

The issue has the following business impact:
The issue is an annoyance as they can click OK to clear the message and work with P6 PPM normally.
