Running PDF/HTML reports fails following the installation verification test for OC 4.6 with Execution Status showing : 'Submit_TO_RS' (Doc ID 1954980.1)

Symptoms

When running the reports in HTML and PDF formats (section 1.8 Run Reports in Oracle® Clinical Installation Verification Test Releases 4.5.1, 4.6, 4.6.x) and checking the Batch Jobs in OC 4.6 application the Execution Status shows 'Submit_TO_RS' however no reports are displayed.  Also there are no logs created on the PSUB or Report Server directories.
