After restarting the Workbench Host or the Endeca Tools Service, the workbench is inaccessible, and the startup process does not complete.
Navigation to http://[WorkbenchHost]:[WorkbenchPort] nets a response similar to:
The Workbench Host or the Endeca Tools Service was recently restarted.
Environment issues such as Disk I/O errors or memory issues caused the Workbench Host to crash, or the Endeca Tools Service to stop unexpectedly.
