After restarting the Workbench host or the Endeca Tools service, the Workbench is inaccessible, and the startup process does not complete.

The Workbench host or the Endeca Tools service was recently restarted. Environment issues such as disk I/O errors or memory issues cause the Workbench host to crash, or the Endeca Tools service to stop unexpectedly.
