Returns To Vendor Cannot Be Found When Vendor Status Is Inactive

Information in this document applies to any platform.
A number of Returns to Vendor (RTV) were created for a supplier, then that supplier's status was changed to inactive. With this change in status of vendor, the users cannot view RTVs on the RTVFIND form.
Steps to Reproduce:
- Create an RTV for supplier whose status is active "A".
- Change supplier status to inactive "I".
- Go to [rtvfind] form.
- Select view mode; enter number of created RTV.
- Message "supplier is inactive" appears and RTV details are not retrieved.
