Error: "The Network Adapter Could Not Establish The Connection" when Attempting A JDBC Connection To An Oracle Database Over The SSL Protocol

When attempting to make a JDBC connection to the database over an SSL protocol, pointing to a valid Java Keystore holding the database SSL certificate, the following error occurs after entering the connection detail and trying to connect:

Error: The Network Adapter could not establish the connection

The issue can be reproduced at will with the following steps:
1. Configure the database for SSL using Server Authentication only
2. On a client machine, import the SSL certificate into the %JAVA_HOME% keystore using the following command from a CMD Prompt: C:\Progra~1\Java\jre7\bin\keytool -import -trustcacerts -alias dbsslcert -file C:\dbssl.cer -keystore C:\Progra~1\Java\jre7\lib\security\cacerts -storepass changeit
3. Confirm the keystore exists using the following command from a CMD Prompt: C:\Progra~1\Java\jre7\bin\keytool -list -v -keystore C:\Progra~1\Java\jre7\lib\security\cacerts -storepass changeit -alias dbsslcert
4. Browse to: c:\Program Files (x86)\Oracle\Primavera P6\EPPM\Java
5. Run the dbconfig.cmd file
6. Attempt to make connection over SSL to the database
7. Note the following error which occurs, even with the SSL certificate loaded into the keystore
8. This will also be the root issue for any internal plugin application from P6 Professional, and any P6 EPPM web based application connection.

The issue has the following business impact:
Due to this issue, users cannot run the Internal Plugin applications over an encrypted SSL connection
