RPAS FC Shows User Login Failed Error After Several Unsuccessful Login Attempts Instead Of User Account Locked

After several unsuccessful attempts to login the user is locked; however RPAS Fusion Client (FC) continues to show the "login failed" error message. Why is the user not shown an "account locked" error?
