ACTUAL BEHAVIOR

CDR_PUB_SECURITY_PKG.UNASSIGNOPRTOSUBTYPEROLE API never fails and it always returns 'S' as return status

EXPECTED BEHAVIOR
-----------------------
The API should warn the user about any error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use the below API code
2. Modify its parameters at will


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Because of this issue, it is not possible to find out whether the API worked for the given set of input Operation/Role/subtype. Since it always returns 'S' even for incorrect set of input, we would like to have the API to return the correct return status 'S' or 'E' based on the scenario and NOT 'S' always.
