How to Control the Sending of a Release Call Message When Calling Party Ends the Call? (Doc ID 1957388.1)

Purpose

 In a CAP3 call in OCNCC, if the call is released by the call parties, how can we control whether ReleaseCall is sent by OCNCC to the network or not? We see ReleaseCall is not being sent out if the call is terminated by ERB(oDisconnect).
