No IFC Default Handling Is Used When Default IFC Points To Non-existent IM-ASF (Doc ID 1958901.1)

Symptoms

When using IFC in SM-LSS and setting the Default Handling parameter to 1 which means Release, when using a service key which is not configured, the system holds for 12 seconds (OE reaction interval) and then sends a continue message instead of releasing the call.
