OSM Do Not Send Notification For Failed State (Doc ID 1959390.1)

Symptoms

In our solution, when an order fails a notification is generated and two actions must happen:
1 - message is published to a queue
2 - log is written to weblogic console
With the OSM version 7.2.2.4.0.904 this notification is not generated, this means no message is published to the queue and no log is
written. However notifications for In_Progress, Cancelled and Completed are published by OSM.
