Symptoms
No atomic action is triggered but the Service action completes successfully
Problem Description

In one service action, a condition is placed for each atomic action on an attribute.
The conditional attribute is mandatory. The condition is like NETWORK_VENDOR like 'HUW' or 'ZTE'.
If the upstream doesn't send that parameter, the service action completes successfully.
This should not happen. Service action is expected to fail it with a missing mandatory parameter exception.
