Error "There was a problem with the request. The MDEX might be down" in Endeca Browser Spotlight Editor When Selecting Many Records (Doc ID 1960222.1)

Symptoms

We have created a cartridge using the Spotlight Editor to select the records. When we choose more than 61 records in the Endeca Browser of Experience Manager, we can save, but when we try to open the selection box again in the endeca Browser, we receive the following message:

...and in the localhost_access...log in the same directory the query has an HTTP status of 400 instead of 200 (successful).
