Different End Dates When Cancelling a Promotion at the Detail and Component Level

In Oracle Retail Price Management (RPM) 13.0.x, when cancelling a promotion at the detail level, we see in the RPM_PROMO_DTL_PAYLOAD table that the end date/time on the promotion stays at the end of the day 23:59:59.
However, when cancelling at the component level, the end date/time in RPM_PROMO_DTL_PAYLOAD becomes the beginning of the day 00:00:00.
Steps to Reproduce:
- Log in to RPM.
- Navigate to Promotions.
- Search for an Active promotion.
- Cancel the promotion detail at the detail level. Note that in the RPM_PROMO_DTL_PAYLOAD table, the end date/time of the promotion stays at the end of the day 23:59:59.
- Cancel the promotion component at component level. Note that in the RPM_PROMO_DTL_PAYLOAD table, the end date/time of the promotion stays at the beginning of the day 00:00:00.
