The Damage Assessment web service is not updating Damage Assessment reports.
When using the Damage Assessment Report web service, the Damage Report updates are not being processed. Every time the web service is called with an update, the Damage Assessment generates an error saying the report is stale data. We have been providing new comments to the Damage Report service, but the update is not being saved.
Steps to produce the issue:
1) Send a Damage Assessment to the Damage Assessment service to create the Damage Report.
2) Using the Damage Report id that is sent back, send an update with the report id.
