Performance Issue After Upgrade to FW V2.2 SP19 (Doc ID 1960596.1)

In this example the customer is having the issue with Oracle Utilities CCB (Customer Care and Billing). This same issue can occur for other TUGBU products (Oracle Public Sector Revenue Management (PSRM), Oracle Revenue Management and Billing (RMB), and Oracle Utilities Mobile Workforce Management (MWM)) that also sit on Framework (FW) V2.2.0.

The customer is noticing significant slower performance after upgrading to CCB 2.3.1 SP9 / FW V2.2.0 SP19. They have an automated smoke test, before it took 4 minutes to finish in a SP6 environment, right after upgrading to SP9, with same code and same configuration, same environment would take same smoke test now 12 minutes to complete. SA start is much slower now take minutes (10 seconds in SP6), move in/out with one service would take 4 minutes, with two services it would timeout after 5 minutes (default).

The customer has ran DB Stats since the upgrade. Also, the DB instance was rebooted.
