BSP Cash Flow Engine Fails with 'ORA-12154: TNS:Could Not Resolve the Connect Identifier Specified' (Doc ID 1960735.1)

In Oracle Financial Services Balance Sheet Planning (BSP) 6.1.1, the Cash Flow Engine execution fails.  When you run it, the following error is output to the BSPCalculation_UnpricedAcc.txt file in $EPM_ORACLE_HOME/logs/bsplog:

Error(Oracle Financial Services Application error) (203105) Oracle drv_oci error:

OCI Function: [0] - olon(), orlon()
Oracle Error: [12154] - ORA-12154: TNS:could not resolve the connect identifier specified

Driver Function: drv_oci::Connect()

MB(AttachDB()) Error attaching to database: <DB_NAME>
Final CFE return status :1
CFE execution Failed

The error prevents the Cash Flow engine from correcting the Cash Flow data.
