Symptoms
After upgrading to SP2, from Obligation Context, upon selecting Go to Adjustment, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Oracle Enterprise Taxation and Policy Management (ETPM) 2.3.1 env SP2 applied
2. Go to an Obligation
3. From the Obligation context menu, click Go to Adjustment
4. Navigation does not occur and the error is raised in the logs
