Symptoms
On : 3.1 version, JDE to VCP Flow and 12.1.3.9.1 VCP
When attempting to collect data from JDE to VCP
the following error occurs in the Planning ODS Load:

30-OCT 15:12:49 : ORA-00001: unique constraint (MSC.MSC_LOCATION_ASSOCIATIONS_U1) violated
STEPS

The issue can be reproduced at will with the following steps:
1. Run Collect Plan Data
2. See the error in the ODS Load logs
