In 7.5PS10 when canceling product, credit is not applied

After installing PS10 for certain product we are no longer seeing credit being applied during rating when canceling the product.

Credit applied to account when canceling product,

The issue can be reproduced at will with the following steps:
1. 1/1/15 purchased Annual plan to start cycling on 1/1/16.
2. 1/1/16 ran billing and cycle fees for the product were charged.
3. 3/15/2016 cancelled the product.
