After installing BRM 7.5 PS10, for certain product, there is no credit being applied during rating when canceling the product.
The issue can be reproduced at will with the following steps:
1. 1/1/15 purchased Annual plan to start cycling on 1/1/16.
2. 1/1/16 ran billing and cycle fees for the product were charged.
3. 3/15/16 cancelled the product.
