UOM Handheld toggle functions incorrectly updates DSD receipt quantity. There is a rounding error in DSD handling UOM toggle between Units and Cases.

Steps to reproduce:

Case 1
======
1. Select an item whose pack size is greater than 1 (e.g. 10). Note: If system parameter Default UOM=Standard UOM
2. From Handheld: Navigate to Shipping/Receiving > Direct Delivery
3. Select Create DSD
4. Scan/Enter Item
Note: Quantity is displayed as 1 units
5. Toggle to cases SHIFT-2
Quantity is displayed as 0.1 cases (Pack size=10)
It should be Quantity = 1 cases (Pack size=10)

The QTY never change even UOM changes between Units and Cases.

1. Select an item whose pack size is greater than 1 (e.g. 11)
Note: If system parameter Default UOM=Standard UOM
2. From HHD: Navigate to Shipping/Receiving > Direct Delivery
3. Select Create DSD
4. Scan/Enter Item
Note: Quantity is displayed as 1 units
5. Toggle to cases SHIFT-2
Quantity is displayed as 0.0909 cases (Pack size=11)
6. Toggle to cases SHIFT-2
Quantity is displayed as 0.9999 units (Pack size=11)

Qty change is expected. But the qty never toggle back to 1 unit. It remains as 0.9999 units.
