CCB Error- XAIS (OH) Caught Adapter Request Execution Exception when testing OUCSS (Doc ID 1963077.1)

When attempting to initiate call from OUCSS to CCB (e.g. reload labels and lookups) the following error occurs:

The issue can be reproduced at will with the following steps when CCB is running over an "initial database":

1. Run either the Reload Lookups or Reload Labels function from OUCSS / WSSAdmin / Admin

OUCSS can't pull or push any data to / from CCB
