eci_win POP Does not Bring Back the Java Client Into Full Screen Mode (Doc ID 1963552.1)

Symptoms

On Oracle Agile e6.1.2.2. and e6.1.3 with the Java Client
Find that if the Java Client is open in full screen mode and then the function eci_win with parameter "ICO" is executed, the Java Client is minimized.
If thereafter the function eci_win is repeated with the parameter "POP" the Java Client comes up to the front again but it is not back in full screen mode but it is smaller.

Expected Behavior:
============
The function eci_win with parameter POP should bring the Java Client to the front in the same condition again as it was before.


The issue can be reproduced at will with the following steps:
====================================
1. Open Java Client in full screen mode
2. Access the Java Client by eci_test (eci_test_vc10.exe 1 localhost 44444)
3. in the eci_test program window enter following command sequence:
ECI-Function (End: 'exit') >>eci_win

Action {POP, ICO, RST, MAX}:ICO

ECI-Function (End: 'exit') >>eci_win

Action {POP, ICO, RST, MAX}:POP

=> Java Client was minimized with the first eci_win command and refreshed with the second eci_win command. However, it does not come up in full screen mode again.

When the Java Client is minimized with the appropriate button in the upper right corner and then the user clicks the Java Client icon in the task bar, the Java Client comes up in full screen mode as expected.

Business Impact:

The issue has the following business impact:
Due to this issue, users always have to change the Java Client back to full screen mode manually when the CAD interface has automatically iconized and then popped back the Java Client. This is a common usecase for CAD users.
