Symptoms

On OFSAAI 7.3.4.0.0, deleted users still show up in DEFI "assign rights" screen and records still exist in USERFORMMAP.

ACTUAL BEHAVIOR
Deleted users still show up in DEFI "assign rights" screen and records still exist in USERFORMMAP. This creates an issue when trying to setup a Custom Data Filter.  Should be able to completely remove a user in all places where the user might show up in the application.

EXPECTED BEHAVIOR
After deleting a user, expect the corresponding rows to be removed from USERFORMMAP.

The issue can be reproduced at will with the following steps:

1. Delete users via scripts so that there are no entries in cssms_usr_profile
2. Assign rights for existing DEFI Form
3. User does not show up in the "assign rights" screen BUT user is listed in USERFORMMAP and user shows up with trying to create Custom Data Filter

OR

1. Delete users via front-end so that there are still entries in cssms_usr_profile
2. Assign rights for existing DEFI Form
3. User still shows up in the "assign rights" screen and user is listed in USERFORMMAP and user shows up with trying to create Custom Data Filter
