Events With Zero Amount Getting Generated In Database

Symptoms
On : 7.5.0.0.0 version, Balances
Have observed zero amount events getting generated when discount is part of the account and Fixed amount is set and scaled amount left 0 for Monthly Cycle Forward(MCF) events.
ACTUAL BEHAVIOR
---------------
A zero cycle forward event is getting created.
EXPECTED BEHAVIOR
-----------------------
Zero cycle forward event shouldn't be getting created.
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Create a product with MCF event with Fixed amount is set 100 euro and scaled amount left 0 .
2. Create discount using DM10%OFF discount model [ this is default discount].
3. Create deal and add above product and discount and Create plan.
4. Create a account with plan, then able to see 3 balance impact [ 100, -10 and 0]
NOTE: Fixed amount is also getting prorated.
