Symptoms
Actual Behavior
Uploaded (Attached) file name characters are transformed incorrectly/garbled
Expected Behavior
System should show the correctly the original file name
Steps
The issue can be reproduced with the following steps.
1. Logged into Web Client
2. Open any object
3. Go to Attachments Tab
4. Click Add
5. Add a file with a file name in non-English language, such as Chinese, Japanese, German and Polish
6. The file is uploaded, but uploaded file name characters are transformed incorrectly/garbled
