'No Records in the Base Table' Error Running Data Quality Rule

Oracle Financial Services Analytical Applications (OFSAA)
Symptoms
In Oracle Financial Services Analytical Applications (OFSAA) Infrastructure 7.3, when you run a Data Quality (DQ) Group against a data table, the rule is not processing any of the records in the table. You get the following error in DQ_AUDIT_TRAIL:
<DQ Name> - No records in the base table - Table : STG_CASA_TXNS
Additionally, the View Log screen has Total Rows = 0 and there is no entry in DQ_RESULT_DETAIL_MASTER or DQ_RESULT_SUMMARY_MASTER table for this execution.
Data exists in the table being processed. If you run the "Generated Query" from the DQ Rule, it returns rows successfully. You do not understand why the rule fails to find rows.
