Blank Screen After A Fresh Install

Information in this document applies to any platform.
After installing iLearning, a blank screen appears after attempting to access the login page.
The issue can be reproduced at will with the following steps:
1. Install iAS 10.1.3.5
2. Install iLearning
3. Login into iLearning
