Allocation Application is Considering Negative Reserved Quantity as Available to Allocate

In Oracle Retail Allocation 13.2.x, when an item has 0 Stock on Hand (SOH) and -100 (negative) TSF_RESERVED_QTY at a warehouse, when we try to allocate this item, it shows with 100 units available to allocate. This is incorrect; nothing should be available to allocate in this case.
Steps to Reproduce:
- Search for an item with 0 SOH at a WH.
- Update the TSF_RESERVED_QTY.ITEM_LOG_SOH to a negative value (-100) at the above WH.
- Log in to Allocation application and search for this item.
- Note that the application shows that there are 100 units that can be allocated. This is incorrect.
