Allocation Application is Considering Negative Reserved Quantity as Available to Allocate

In Oracle Retail Allocation 13.2.x, when an item has 0 Stock on Hand (SOH) and -100 (negative) TSF_RESERVED_QTY at a warehouse, when we try to allocate this item, it shows with 100 units available to allocate.   This is incorrect; nothing should be available to allocate in this case.

Steps to Reproduce:

  1. Search for an item with 0 SOH at a WH.
  2. Update the TSF_RESERVED_QTY.ITEM_LOG_SOH to a negative value (-100) at the above WH.
  3. Log in to Allocation application and search for this item.
  4. Note that the application shows that there are 100 units that can be allocated.  This is incorrect.
