'op_rate_tax_calc' Removes PIN_FLD_EXEMPTIONS array After Patch 20002837 (Doc ID 1966343.1)

ACTUAL BEHAVIOR
---------------

'op_rate_tax_calc'  takes out/removes PIN_FLD_EXEMPTIONS array when it calls op_rate_pol_pre_tax policy opcode.  Because of this, subsequent steps assumes this account is not exempted from Tax, system applies tax.

EXPECTED BEHAVIOR

PIN_FLD_EXEMPTIONS array presents in op_rate_tax_calc input flist.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply the Oracle Patch 20002837
2. Do the following steps on the SAME day.
    a. Create an account with tax applicable state
        i. See that Tax is applied
    b. Make this account Tax exempt
        i. Add 2nd subscription
    c. See that Tax is applied again, which is wrong.
