ItemSuppCountry and ItemSuppCountryDim Records Are Not Getting Created in RMS (Doc ID 1966475.1)

Publishing message through publishXItemSupCreateUsingXItemDesc is not adding country record to item_supp_country, item_supp_country_dim table.

1. Run Item Supplier Create message which inserts a record in item_supplier table and nothing inserted in item_supp_country table nor item_supp_country_dim table
2. Run Item Supplier Country Create message which fails to insert record in case the message is including DIM data.
Error code [E] Could not update database record. Program: ITEM_SUPP_COUNTRY_SQL.UPDATE_ISC_DIM Table: ITEM_SUPP_COUNTRY_DIM Item: 00045000003187 Supplier: 90000004 Origin_Country: US
3. If remove the DIM data from the latest message then it will run successfully inserting a new record in item_supp_country table.
