BcdBillingclient Bursts Many "Activity On Fd With NULL Dialog, Connection Manager" ERRORs (Doc ID 1966536.1)

Symptoms

The BRM Charging Driver (BCD) client complains with "Activity on fd with NULL dialog, connection manager". Assuming a problem with the connection somehow really exists, and assuming in that case that printing this message is valid, the message should only appear a reasonable number of time per period. It currently appears something like every 1/1000 s approximately.

The BCD client log file would show something like (note the very close time interval between each message)
