OSD Operation Name Profile Tag Inconsistently Populated After Control Plan Compilation (Doc ID 1966855.1)

Symptoms

In Oracle Network Charging and Control (NCC) 5.0.2+, a Control Plan Profile Tag exists called "OSD Operation Name" Profile Tag.  This Profile Tag contains the Open Services Development (OSD) Operation associated with a particular Control Plan.

Unfortunately it's use in a Control Plan can be inconsistent and result in a NULL value being returned instead of the expected OSD Operation name.

Changes

Inclusion of a node to an OSD Control Plan which attempts to use the value stored in the "OSD Operation Name" Profile Tag.
