Service Orders are Created with Spouse or Family Member as Applicant

Service orders submitted for joint insured/survivorship cases or two cases, one for each spouse,  and the service orders are showing up on the service provider website with one of the spouses as the client on both service orders.

The service order should be created for the correct client.

The issue can be reproduced at will with the following steps:
1. Submit a service order for a joint insured case or for two separate husband and wife cases.

2. Check the service provider website after the service order is received and note the clients on the service orders.

The issue has the following business impact:
Due to this issue, the service provider may collect requirements (blood profile, urinalysis, attending physician statements, etc.)  for the wrong client.  Therefor case managers at the agency cannot submit electronic service orders; instead they must be submitted manually which is much more time consuming.
