Symptoms

Actual Behavior
Schedule status reason is not reflected correctly on multiple language environment

Expected Behavior
Schedule status reason is reflected correctly on multiple language environment

What is Working
Schedule status reason is reflected correctly on the environment where all the users use the same language (For example, users use only English, users use only Japanese)

Steps
The issue can be reproduced at will with the following steps:
1. Login to Web Client as English user and create a project
program1   2014/10/01 - 2014/11/11 (30days) -> Schedule status: Off Track - Children are Off Track
  phase1   2014/10/01 - 2014/10/14 (10days)  -> Schedule status: Off Track
  phase2   2014/10/15 - 2014/10/28 (10days)  -> Schedule status: Need Attention
  phase3   2014/10/29 - 2014/11/11 (10days)  -> Schedule status: On Track

2. Login to Web Client as Japanese user and completes phase1.
program1   2014/10/01 - 2014/11/11 (30days) -> Schedule status: Need Attention(translated to Japanese) - Children are Off Track (Still shown in English and the status reason is not reflected correctly. It should be 'Children are Need Attention')
  phase1   2014/10/01 - 2014/10/14 (10days)  -> Schedule status: null  
  phase2   2014/10/15 - 2014/10/28 (10days)  -> Schedule status: Need Attention
  phase3   2014/10/29 - 2014/11/11 (10days)  -> Schedule status: On Track
