On Oracle Financial Services Funds Transfer Pricing (FTP), the all in TP Rate calculation is not aggregating all values selected as expected.

Using multiple rules for FTP processing that are calculating different FTP components separately. For example, one FTP process calculates liquidity_premium_rate for fixed rate loans. A second process calculates transfer rates and charges/credits. That second process is also setup to calculate the all in tp rate, summing transfer rate and liquidity premium rate (produced in separate run). However, that calculation for all in rate appears to only pick up the transfer rate, and excludes the liquidity premium rate.

Expect the all-in rate calc to sum all rates that are included in the all-in rate calc definition, not just those calculated in the current process.

The issue can be reproduced at will with the following steps:
1. Select All-in Rate calc in FTP process
2. Run FTP process.
