Purpose

itemblank _IB and IB_ columns in RD view

RDE views changes

New _IB columns is added to RD_ views only if the underlying ltemset is a Fixed ltemset. The value of the _lB column will be the same as the lB_ column in the corresponding CT_ table.

New rows related the lB column will be inserted into RD_DATADICTIONARY and RT_MD_VIEWDICTIONARY with different column type definition.
