Login Page Does Not Appear and Tomcat Does Not Start After New Install of OFSAA (Doc ID 1980327.1)

Symptoms

On OFSAA 7.3, after attempting to install OFSAA, after deploying, OFSAA login page will not come up and the following error is found in the catalina.out file:

The issue can be reproduced at will with the following steps:
1. Install OFSAA
2. Attempt to start Tomcat and OFSAA and login
