Questions regarding ADFS - SAML 2.0 for Oracle Utilities Applications with Weblogic

Once we enable CCB/OUA (WebLogic) for federation authentication via SAML2.0, is it still possible to authenticate into the application using any other local accounts?
The concern is that if ADFS becomes unavailable, then nobody is able to log in anymore. Is there any failsafe mechanism that we can configure, e.g. local accounts, so that administrators can still log in using their local accounts without relying on ADFS entirely so that critical administrative activities can still proceed.
