Symptoms
When a sharing owner is created on an existing account with active and closed services through customer center , the object /group/sharing/charges is created with status CLOSED.
Expected behavior:
When a sharing owner is created on an existing account with active and closed services, the object /group/sharing/charges should be created with status OPEN
Steps to reproduce:
1. Create accounts with multiple services
2. Close one service
3. Create a charge sharing group (CSG) and observe the created object
