EJournals Are Getting Stuck in the Queue Folder Even When the Server Is Running

In Oracle Retail Point of Service (ORPOS), EJournals are intermittently getting stuck in the queue folder even when the server is running.  ORPOS performance becomes very slow, forcing us to manually remove the queue files.  Those are missing from journal tables.
