Java Client: Auto Filter should provide Customizable Custom Filters (Doc ID 1982846.1)

Goal

If a user chooses the option 'Custom Filter' in the Auto Filter drop down of a list column, he should be able to reorder, set the default or disable (hide) the custom options.
Currently for float or integer fields the default is 'is any number' and for string fields it is 'is anything' while in most cases other options should be used. And the options are displayed unsorted.
This is an addon to Enhancement Request <Bug 20025413>.

Minimum requirement: Make custom filter options sortable.
Best solution: Make custom filter options sortable per column, make it possible to disable values and set a default per column / column type.
