Symptoms

When attempting to create a new user, received the following error message:

ERROR:
[1045] Maximum Number of users already exist. You cannot create another user


OR

[11200] Failed adding new user


SMSService.log shows:

[SMSSERVICEPROVIDER]Adding a user
[SMSUSERHANDLER]Exception java.lang.StringIndexOutOfBoundsException: String index out of range: 10
at java.lang.String.substring(String.java:1088)
at com.iflex.fic.ficserver.services.sms.cssms.util.Padding.deleteLeftPadding(Padding.java:114)


STEPS:
1. Login as sysadmin and try to create new users in security management.
2.While creating New Users after creating certain numbers users the above message is appearing on the screen.
