Recognized Revenue Incorrectly Reversed (Doc ID 1984213.1)

Goal

How to populate the DB system context / cache so the IPLS_DISTRIBUTION_ACCOUNTING.ISREVENUERECOGNIZABLE function returns the right value for recognizable licenses?
 
Revenue for a few licenses (which were already recognized) were reversed.  However, after restarting the server, getting null value from ."pls_Business_Rule.brpkgrevrecdealstatus". below is the query.

select * from table ( cast(iplsadmin.Ipls_Business_Rule.brpkgrevrecdealstatus as iplsadmin.t_sys_id_c))


The below function is returning "N" for all the licenses:

IPLSADMIN.IPLS_DISTRIBUTION_ACCOUNTING.ISREVENUERECOGNIZABLE(LD.LICENSE_DISPLAY_SYS_ID)

When exectuting the below query in production region, it is returning NULL:

select * from table ( cast(iplsadmin.Ipls_Business_Rule.brpkgrevrecdealstatus as iplsadmin.t_sys_id_c))

Whereas, when executing the below query, it returns 7833 (which is the license status for "Confirmed" a revenue recognizable status):

select * from table ( cast(IPLSADMIN.IPLS_BUSINESS_RULE.BRPKGREVRECLICSTATUS as iplsadmin.t_sys_id_c))

Usually, when loading the context/cache using the below scripts, it works fine:

iplsadmin.IPLS_GLOBAL_PARAMETERS.ipls_set_global_parameters_BR('IPLSADMIN');
iplsadmin.IPLS_GLOBAL_PARAMETERS.IPLSSETGLBPARAMAPPPROPERTIES('IPLSADMIN') ;
IPLSADMIN.IPLS_GLOBAL_PARAMETERS.IPLS_SET_GLOBAL_PARAM_BR_157('IPLSADMIN');

Now, even after excuted the above script, the function returns "N" for the licenses:

IPLSADMIN.IPLS_DISTRIBUTION_ACCOUNTING.ISREVENUERECOGNIZABLE(LD.LICENSE_DISPLAY_SYS_ID)

And, the below query still returns NULL:

select * from table ( cast(iplsadmin.Ipls_Business_Rule.brpkgrevrecdealstatus as iplsadmin.t_sys_id_c))
