Allowing Customers To Register Using An Existing Email Address Causes Corruption on the User Table (Doc ID 1984312.1)

Symptoms

User is able to register in OUCSS with an email address associated to another registered user.  This also causes columns on the SS_USER table to become corrupted (i.e. columns contain invalid values causing serious issues with logging into OUCSS).

Changes

 OUCSS Configuration option enable.email.validation must be set to "Y" to see this behavior.
