LAST_UPDATE_DATETIME on ITEM_LOC_SOH Table Not Properly Updated When Re-approving an Allocation

If the user pushes an 'Approved' allocation back to 'Worksheet' status, the ITEM_LOC_SOH.LAST_UPDATE_DATETIME column gets updated with the current date. However, if the user then approves the allocation once more, the ITEM_LOC_SOH.LAST_UPDATE_DATETIME gets updated with the initial date (the date that existed prior to being set to 'Worksheet' status) instead of the current date.
Steps to Reproduce:
1. Select an 'Approved' allocation and check the LAST_UPDATE_DATETIME on ITEM_LOC_SOH for the warehouse (WH) and for the store.
2. Push the allocation back to 'Worksheet' and check the LAST_UPDATE_DATETIME on ITEM_LOC_SOH for the WH and for the store.
3. Re-approve the allocation and check the LAST_UPDATE_DATETIME on ITEM_LOC_SOH for the WH and for the store.
