PFImport Generates "Error: Access denied. User does not have appropriate rights" (Doc ID 1984950.1)

PFImport Generates the below Error:

"Error: Access denied. User does not have appropriate rights."

The Import user has editable display override rights to the particular item, however the update is still occurs despite the error message.
