All Reports In Advanced Planning Command Center (APCC) Are Failing With ODBC Error When Connected Using Weblogic User (Doc ID 1984985.1)

Symptoms

 All reports are encountering errors when connecting to Advanced Planning Command Center (APCC) using weblogic user.

ERROR

State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred.
[nQSError: 43113] Message returned from OBIS. [nQSError: 43119] Query Failed: [nQSError: 17001] Oracle Error code: 6510,
message: ORA-06510: PL/SQL: unhandled user-defined exception ORA-06512: at "APPS.MSC_PHUB_UTIL", line 228 at OCI call OCIStmtExecute: call /* -1 */ msc_phub_util.validate_icx_session('-1', 'weblogic', ':PASSWORD'). [nQSError: 17011] SQL statement execution failed. (HY000)

When connecting using another configured user i.e. APCCUSER it works.

When the condition below is removed from the "initialization block-->connection scripts section" and the RPD is redeployed, the reports work.

Condition:-
