ECC Classic Plan Is Not Offloading Planned Orders From Primary Routing To Alternate Routing (Doc ID 1985019.1)

On : 12.2.2 version, Memory Based Planner

ACTUAL BEHAVIOR
---------------
ECC Classic plan is not offloading planned orders from Primary Routing to Alternate Routing. In other words, ECC Classic plan is suggesting planned orders using Primary Routing and generating Late replenishment exception messages. Whereas, plan can suggest planned orders using Alternate Routings to avoid late replenishment of demands.

EXPECTED BEHAVIOR

Expect the plan to use the alternate routing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup alternate routings
2. Run the ECC Plan
3. Note that the alternate routings do not get used
